Russell Swagger is the College President for the Lac Courte Oreilles Ojibwa Community College since June 18, 2018. He has over 25 years of leadership experience in Higher Education.

Russell holds a PhD from Capella University, a Master’s Degree from University of Mary in Bismarck, ND, a B.S. degree from Minot State University, and an Associate degree from United Tribes Technical College.
